Section I — Institutional Purpose & Authority

1.1 Role of PARVI

PARVI is a professional membership association dedicated to advancing competence, consistency, and public trust in recreational vehicle inspections.


1.2 Purpose of This Framework

This Performance Framework establishes the minimum professional requirements governing how PARVI Certified RV Inspectors conduct inspections and report findings.


1.3 Authority and Designations

Use of the PARVI name, logos, and credentials is limited to members in good standing. The title Certified RV Inspector is reserved exclusively for individuals who meet PARVI’s training, testing, and ongoing membership requirements.


1.4 Relationship to Membership

Compliance with this Framework is a mandatory condition of membership and certification.


1.5 Governance and Revisions

PARVI reserves the sole right to interpret, enforce, amend, and revise this Framework pursuant to its membership governance authority.

Section II — Inspection Philosophy & Professional Model

2.1 The PARVI Inspection Philosophy

PARVI inspections are evidence-based, non-invasive, and client-focused evaluations of RV condition at a specific point in time.


2.2 Professional Judgment

Inspectors shall apply training, experience, and reasoned judgment when evaluating systems and reporting findings.


2.3 What an Inspection Is — and Is Not

An inspection is a visual and functional evaluation of accessible systems. It is not a technical certification, engineering analysis, or guarantee of future performance.


2.4 Practical Limits

Inspections are not technically exhaustive and do not determine remaining service life, future reliability, or market value.


2.5 Risk Communication

Inspectors communicate observed conditions and risks; they do not certify compliance with codes, manufacturers, or regulations.

Section III — The PARVI Inspection Boundary Model™

3.1 Accessible vs. Inaccessible

Only components that are visible and reasonably accessible at the time of inspection are evaluated.


3.2 Observable vs. Latent

Hidden, concealed, or latent conditions are outside the scope of the inspection.


3.3 Functional Check vs. Performance Prediction

Systems are checked for basic operation at the time of inspection only.


3.4 Safety-Based Restrictions

Inspectors are not required to access areas that present safety hazards.


3.5 Client-Requested Scope Changes

Any expansion or reduction of scope must be agreed to in advance and documented.

Section IV — Inspection Domains (PARVI Taxonomy)

4.1 Exterior Envelope Domain

Includes roof, sidewalls, doors, windows, storage compartments, and awnings: type, general condition, seals, joints, hardware, and visible alterations.


4.2 Structural & Mobility Domain

Includes frame, axles, suspension, tires, wheels, brakes (as visible), leveling systems, hitch or pin box, steps, and grab handles.



4.3 Energy & Electrical Domain

Includes 12V DC systems, 120V AC systems, shore power connections, breaker panels, GFCI protection, receptacle polarity, lighting, inverters, and generators.


4.4 Fluid & Waste Domain

Includes fresh water supply, pressurized water systems, fixtures, gray and black waste systems, valves, seals, and tank rinse systems.


4.5 Fuel & Combustion Domain

Includes propane tanks or cylinders, regulators, hoses, fittings, and leak-check procedures.


4.6 Climate & Appliance Domain

Includes refrigerator, water heater, furnace, air conditioning, microwave, cooktop, oven, and washer/dryer (if equipped): make, model, and basic operation.


4.7 Interior Habitat Domain

Includes ceilings, walls, floors, cabinetry, trim, countertops, skylights, and vents: general condition and visible defects.

Section V — Evidence Collection & Reporting Framework

5.1 Observation vs. Inference

Reports shall distinguish observed conditions from opinions or assumptions.


5.2 Defect Classification

Findings may be categorized by safety, function, integrity, or serviceability concerns.



5.3 Documentation Standards

Reports shall clearly describe inspected items and observed conditions.


5.4 Photographic and Narrative Evidence

When used, photos and narratives must accurately represent observed conditions.


5.5 Uninspected Items

Any item present but not inspected must be disclosed with the reason for exclusion.


5.6 Client Communication

Findings shall be communicated clearly, accurately, and without exaggeration or minimization.

Section VI — Reliance, Risk, and Legal Boundaries

6.1 No Warranty or Guarantee

Inspections do not constitute a warranty, guarantee, or assurance of performance or longevity.


6.2 Time-Specific Nature

Reports reflect conditions only at the time of inspection.


6.3 Non-Code, Non-Compliance Inspections

PARVI inspections are not code, regulatory, or manufacturer compliance inspections.


6.4 Limits of Client Reliance

Clients remain responsible for decisions made using the report. Inspectors do not assume responsibility for future conditions or performance.


6.5 Third-Party Use

Use of reports by third parties is not authorized unless explicitly agreed in writing.

Section VII — Professional Accountability & Enforcement

7.1 Relationship to Conduct Standards

This Framework operates alongside the PARVI Standards of Professional Conduct and Integrity.


7.2 Complaints and Review

PARVI may review alleged violations as part of its membership governance process.


7.3 Disciplinary Authority

Violations may result in corrective action, suspension, or termination of membership or certification.


7.4 Misuse of PARVI Designations

Unauthorized use of PARVI marks or credentials is prohibited.


7.5 Amendments and Interpretation

PARVI retains sole authority to interpret and amend this Framework.

Section VIII — Insurance and Indemnification Requirements

8.1 Condition of Good Standing

Compliance with this Section is a continuing condition of membership and certification.

Failure to maintain these requirements constitutes grounds for suspension or termination.


8.2 Indemnity and Hold Harmless Agreement

Each Member shall execute and maintain on file a signed and dated Indemnity and Hold Harmless Agreement in a form approved by PARVI.

The agreement shall:

Acknowledge the Member’s independent business status;

Require indemnification, defense, and hold harmless protection for PARVI arising from the Member’s inspection services, operations, or representations;

Remain effective during membership and survive termination for inspections performed during the membership period.

Membership is not active or in good standing until the executed agreement is received and accepted.


8.3 Professional Liability (Errors and Omissions) Insurance

Each Member shall maintain professional liability insurance, including Errors and Omissions coverage, with minimum limits of $1,000,000 per claim.

Coverage must:

Apply to RV inspection services;

Be issued by an insurer authorized in the Member’s state of operation;

Remain continuously in effect during membership.

Members are responsible for maintaining coverage sufficient to support contractual indemnification obligations.


8.4 Certificate of Insurance

Members shall provide a current Certificate of Insurance listing:

Professional Association of RV Inspectors, LLC (PARVI) as Certificate Holder

The certificate must reflect policy limits, effective dates, and insurer information and must be updated upon renewal or material change. Listing PARVI as Certificate Holder does not modify policy terms.


8.5 Lapse or Failure to Provide Proof

If required insurance lapses or documentation is not provided, PARVI may:

Suspend certification

Remove directory listings

Restrict credential use

Initiate disciplinary proceedings

Reinstatement may require compliance verification.


8.6 Independent Contractor Status

Membership does not create a partnership, agency, joint venture, or employment relationship. Each Member operates as an independent business entity.
